For several months, the society has been fighting a pandemic caused by the SARS-CoV-2 virus (COVID-19), called the coronavirus. Pandemic is a time of crisis on many levels at the same time, state, socio-cultural, economic, political and religious crisises. According to M. Clarke, the crisis consists of three elements, i.e. 1) time pressure, 2) threat and surprise, and 3) struggle, i.e. individual and public struggle, including state organs. In a crisis situation, the question about the preservation and respect of human rights always arises. The aim of the conference is to initiate a discussion on the state's activities and society's behavior in the current crisis. Four panels have been planned as part of the conference.

  1. State. To what extent can a state limit human rights in a crisis? Is it possible to make significant statutory changes at this time, also in the constitutiton?
  2. Society. To what extent should the society, consisting of autonomous individuals, obey the restrictions on civil rights and freedoms introduced by statutes? Is it possible to limit sporting, cultural and religious events for health and safety reasons?
  3. Technology. To what extent does modern technology allow us to continue various activities, including education, work and business? Is it possible to manage an enterprise or a public institution using ICT devices? What is the role of modern media in providing information on emergencies to the public?
  4. Security. How far should the state secure the sense of security for individuals and society as a whole? How should the state ensure economic and financial security in times of crisis? To what extent should the individual take care of his safety?
