SanEv is a space for reflection and debate on evidence-based health policies, result of the collaboration between the Institute for Healthcare Management of Esade and Antares Consulting with the support of Gilead. Based on the observation and analysis of existing changes and reforms, SanEv is intended to help improving knowledge about successful experiences and their impact on citizens and health systems.
One of SanEv's first lines of action is the drafting and presentation of the report Financiar los servicios asistenciales por actividad y resultados, which analyses funding models in European healthcare facilities. In the last 30 years, most European countries have evolved into hospital payment systems and primary care by activity and, more recently, introducing quality and results criteria. Although Spain pioneered the introduction of the GRDs (and analytic accounting), the role of the budget as a financing tool for health organizations has recently been strengthened. This transition is essential if we are to move towards value-based health and to deepen the transparency of the health system in terms of the activity, costs and results achieved.
