1,000 million to retain, attract and recover research talent with European funds

In this Policy Brief, and in line with the European Recovery Plan, we propose a programme for the retention, attraction, and recovery of highly qualified talent.

The proposal in this Policy Brief is to dedicate €1 billion to an extraordinary programme for the retention/attraction/recovery of talent (provisional name: RAR Programme). The objective would be to recruit, between 2021 and 2023, around 2,000 high-level researchers.
