Towards a cultural change in data management in Spain: a reform proposal

Information management during the pandemic has revealed serious weaknesses in Spain’s data coordination and management mechanisms. These weaknesses are not only limited to the health sector, but extend to the rest of the administration. While many neighbouring countries have made significant progress in digitising and opening up the administration, Spain is still lagging behind.
We must address two main challenges: (1) improve our ability to collect and process data and (2) expand our ability to analyse it.
